Uruguay has 400 miles of coastline on the Atlantic, and the capital is right on the coast, so beaches are plentiful and easily accessible.
Montevideo
centered around Plaza de la Independicia and filled with open markets, the capital is a great place to explore.

Nice parks, and of course beaches. But, I was there in the dead of winter, so they were pretty empty.
The city also has a pretty good collection of museums, from the History of Art Museum, the Natural History Museum, Visual Arts Museum and the Museo Juan Manuel Blanes
